libaster #31816 add runner for standard comm files [open]

Libaster uses the standard python and requires to add a few lines compared to comm files (including context.start() and context.stop())

It would be useful to have a runner named libaster-exec-comm for example, that would take standard comm files as arguments and execute them with a "exec commfile in prepared_context".
